Rust on the exhaust Valves

So I've been pulling apart/cleaning/repainting the megane engine that is soon to go into my Clio, when I bought the engine it had been standing a while and despite the inlet and exhaust ports being covered whilst it stood, I took the exhaust manifold off today and noticed that on the tops of the valves there was very small amounts of surface rust, which means that water has obviously got into the engine somehow I guess whilst it has been stood. Is this gonna be a head off and replace/clean the valve job or will it be okay? I imagine its the first of the two options but thought I'd get someones advice who knows a bit more than I do before I do something with it :worried:
