I'll pop over and sort them for you for £10 plus petrol mate. Decon Gel should do it, but if not an abrasive polish but don't resort to T-Cut! Use something like Menzerna 203S, which breaks down easily by hand.

Tardis, clay and a more aggressive wheel cleaner should be tried first.

Does he have Carbon Lorraine pads?
