I bought some plastic covers for mine mate.

Paint them and then use a ptfe lined socket every time you put them on and off

could try sand them & AG metal polish after.

hmmm strange mine are not rusty & it still silver.

Depends how well you want to do them

If properly then grey bodywork primer, topcoat (Ford moondust silver is a good choice), laquer

Otherwise, I'd think something like hammerite would be good

I replaced mine... Bought these ones which are exactly the same and cheaper! They had to be ordered in from Germany but worth the wait..
